Shall this be the same problem as mine, an interesting note: 
wine-mono 5.0.1 does make a difference, but not initially.

First, I've just installed 5.0.1 and uninstalled 5.0.0 - was still freezing.
Then I've installed 4.9.4 without uninstalling 5.0.1 - as expected, it worked.
Then I've uninstalled 4.9.4...and for the time being the program keeps working
(with 5.0.1, it that's not clear - at least unless one of all those uninstallls
went *silently* wrong).

...

Does that mean msiexec is misbehaving ?
