In development versions of Wine up until, but not including, version (what I think was) 1.1.42, the font of the text in the winecfg window (and the font of the text in, I think, all of the places in, I think, all of the windows of all other Wine-run programs) were anti-aliased when anti-aliasing was enabled in Wine.
In development versions of Wine since version 1.1.42, the font of the text in the winecfg window (and the font of other text in windows of Wine-run programs, which is text whose font is specified (by winecfg, in the 'Desktop Integration - Appearance' section (and set in the Wine MS-Windows registry)) as being any one of certain particular fonts, such as Microsoft Sans Serif and Tahoma) are not anti-aliased when anti-aliasing is enabled in Wine.
