[Bug 29956] Unable to create an empty Jet database file.

Testing on various versions of Wine, I determined that the bug was introduced
between wine 1.3.18 and wine 1.3.19.  Running the regression tests with git
bisect (first time I've ever done this) it seems that the patch at fault is:
