I discovered a native gdiplus.dll in the FL folder that I was unaware of, and once removed the FLSynthmaker plugin does not load at all giving the message:
wine: Call from 0x7edfecf0 to unimplemented function gdiplus.dll.GdipCreateBitmapFromResource, aborting
This is not really a bug per se, so perhaps this bug can be closed as a false alarm.
