I broadened my test environment to include another 64bit gentoo build with a simple alsa setup, to my surprise (and your confirmation) UT3 came right up with no problem. So, I set about eliminating the differences between them and I found it on the first try; I built snd-aloop as a module, modprobed it, restarted steam, and tried to launch UT3. It fell into an endless loop on launch, I attached a sample of the loop with no particular start or end. This behavior leads me to believe that the alsa loopback device is missing something that is found in a normal sound device and wine's audio subsystem may not have cared before the GUID commit. I did not modify any config to include the alsa loopback device, just it's existence is sufficient. Please modprobe snd-aloop and let me know if you see similar behavior.
Specs on the second build: Gentoo 64bit, Phenom 9950 (2.6GHz), nVidia 8800GT x2 with the 295.71 binary blob, gcc 4.5.4, wine-git with the extra stack options (32bit wineprefix), gnome 2.x
