[Bug 16716] Flowcode has a bad display refresh

This issue is still in wine 1.2.1 but after some action (sometimes put the
mouse cursor over an icon with tooltip or resizing a child window to the
waximum) the principal window is automatically resized removing the unrefreshed
zone. Well.

So now the bug is not always present, just some second or more if no action is
done. Perhaps, some algorithm adjustment should accelerate the removing of the
not refreshed zone or, perhaps the best, to forbid the increasing of the size
of a window that is already at the maximum size allowed by Flowcode.
