I believe this is solved, as I installed the game and didn't run into the issue described. I was unable to run the configuration utility (so had no settings.xml file), but the actual game ran fine anyway, albeit with a small ugly resolution.
Thanks for posting the settings.xml file though - that got it working at 1920x1080. I've played a few levels without issue. Running Wine 1.7.33, 64-bit prefix, set to Windows 7. Clean install (no DLL overrides anything other than the usual disabling of dwrite.dll for Steam through the registry) although I did have approximately 10 other games in the same prefix that were also installed through Steam.
In my case works too with default wine prefix (windows xp) and config utility works without problem only needs have installed net framework 2.0 SP2, net framework 3.5 SP1 and net framework 4*
Without Debugger (in console: WINEDEBUG=-all wine steam) with Wine 1.7.34
