I think the problem is that it's not clear that that field is for the Wine version. If you hover your mouse over "Version," the tooltip that pops up says "This version field defines the version of the software the bug was found in." Is "the software" supposed to be Wine, or the app they're trying to run? What's visible in the box for the Version field when first submitting a bug is:
20050628 20052725 20050830 20050930 unspecified
None of that matches the current versioning scheme for Wine, and it's unlikely to match the versioning scheme for their app, so it's hardly surprising that many users decide "unspecified" is the safest choice.
Renaming the field to "Wine Version" might help, but having current versions displayed on the bug entry form rather than ancient ones would help much more.
