Looking at it a little more, it is probably a game issue and it not handling
Ryzen well. The reason is I see similar reports on Windows forums:

"use the task manager to set high priority, use only once ccx and no smt
(physical cores only) and make sure your memory is OC'd - using these tricks
you can get an additional +30 fps in this game."
