[Bug 32651] File path passed to linux application by winebrowser is mangled if it contains international characters

same problem happens to me with wine 1.6, with russian locale.

winebrowser should convert filenames from windows encoding (here russian
windows-1251) to linux system encoding (ru_RU.UTF-8 ) before passing them to
gvfs-open

currently the error is displayed , and file is not opened
gvfs-open:
file:///home/eugene/.wine/dosdevices/c:/users/eugene/Local%20Settings/Application%20Data/SAMO%20Soft/Agency/Attachments/%3C%30%48%30.pdf:
