Then it tries to write something on the socket:
send(12, "POST / HTTP/1.1\r\nContent-Length:"..., 169, 0) = -1 ECONNREFUSED (Connection refused)
As expected it does not work. Specially because:
access("/var/run/cups/cups.sock", R_OK) = -1 ENOENT (No such file or directory)
Wine uses a library to talk to cups, it does not connect using TCP directly (AFAIK).
If you upgraded libcups recently you are maybe running into bug 41131.
