Hmm... It seems I was wrong about it working with 9.21
Made a fresh prefix with a new portable install of Mod Organizer and the
behavior didn't change :/

Starting to wonder when, if ever, this might have worked...
(Which I couldn't know because I haven't really used Mod Organizer in 8 years:
before I even came to Linux)
