[Bug 9771] Steam Friends doesn't work (fails to render correctly or refresh)

Ok. The steam friends chat seems to work if i open up the friends windows and
resize it one time. It dosent seem to refresh too often tho, But it may just be
my friends typing slow.
anyway, the chat seems to work fine. But i still need to resize the window to
see any status changes.

My settings at friends is Automatically sign to friends when i start steam. And
display a notification when i receive a message.
All the other stuff are disabled.

I will do a little more debugging on this when i got the time.
