[Bug 9834] Counter Strike Source gives an error "Disconnect: client timed out" when connecting to VAC servers

I do not believe this is the normal network issue with Counter Strike Source as
it still happens when I disable my firewall (this has been confirmed by a port
scan). I have also tried setting cl_timeout to a very large number and it would
load as far as the choose team screen which would have no options then
time-out.
