[Bug 12839] iphplapi: iphplapi.ok test fails in PC-BSD but not Linux

There should be an iphlpapi component for this.  Also, I'm not sure the summary
quite captures the problem.  It's true that the test fails, but in this case
that's expected:  there are pieces of iphlpapi that are unimplemented on
PC-BSD.

Is there some sort of Linux compatibility you can enable?  A lot this can be
fixed with a /proc filesystem, which FreeBSD can emulate.
