I have found that Photoshop has a list of default fonts (times new roman, tahoma, georgia), presumably for its builtin text styles, and if at least one font from that list does exist, the created prefs file contains correct data, and everything is OK on every next run.
Perhaps adding a font substitution could fix the problem.
