The file that I attempted to install was not an actual Dragon Naturally Speaking 13.0 Basic installation file, but a "portal" file.
This "portal" file, when run on a windows machine, just downloads the actual Dragon Naturally Speaking 13.0 Basic installation file.
So running the portal file with wine does not "work," and wine cannot download the actual NatSpeak installation file, but I'm not sure it is helpful, since the work-around is so easy and appears not to affect the installation of the program.
The work-around is to purchase the program, download the "portal" file to a Windows machine, and then run it. Windows will download the "real" installation file, and put it wherever you wish.
