Not as far as I know.
Folio Views is (or was) THE perfect program to write unstructured databases
with internal and external links and popups in WYSIWYG. About 20 years ago I
used it to write  Windows help file like files for our consumer service phone
agents, to use them when talking to consumers, and I still keep the 3 1/2 inch
disks with version 3.1 and the CD with the version 4. Nowadays both versions
are no longer accepted by Windows 10, and so I tried to revive the version 4 in
MX Linux.
