You could try work around it:

WINEDLLOVERRIDES='msvcrt=n' wine ...

But of course your bugreport is usefull - it shows Wine misses
msvcrt.dll._wsetlocale implementation.  Looking at [*] it seems it wouldn't be
easy to implement this from the scratch. :-/
