Don't send it twice, but also sync it properly.

How about this instead? I got rid of the read_net_wm_states call now because I
properly sync the net_wm_state of the desktop (as it should be, imo).

I did search on the internet and it seems it's fickle already, many reported
problems. Do you not repro the issue? I think having a bit workarounds is OK if
it's really a WM bug, because it makes fullscreen virtual desktops almost
unusable (where they worked before).
