According to the man page LC_CTYPE controls character classification and case
conversion. So it does change sorting.

As far as I remember explicit LC_CTYPE handling was added to Wine due to
request from Shachar Shemesh (the person who have added BiDi support and
quite a bit of Hebrew support to Wine), so that one could have English
user interface and ability to type Hebrew with LANG=en_US,LC_CTYPE=he_IL
