Starting at windows xp with no service packs:
installed windows installer 3.1 (needed by .Net's)
.Net 2.0 - success
XP SP2 - needed by .Net 20 sp1 - success
.Net 20 sp1 - success

at this point, the registry key exist and Install is set to 1

.Net 20 sp2 - success

I then ran the verifier utility, which also reported success.

In wine, however, it fails to install:
err:msi:ITERATE_Actions Execution halted, action
L"DD_CA_InstallBlock_X86.3643236F_FC70_11D3_A536_0090278A1BB8" returned 1603

workaround: deleting the registry key.
