I just upgraded and I didn't need to do anything to get a 32-bit libmpg123.so. 
It seems to me that libmpg123-dev header file should be mapping mpg123_feedseek
to mpg123_feedseek_64, the other symbols seem to be OK though so I wouldn't say
that's the same as building without libmpg123-dev.
