I've seen that code inserted into test reports, too, and I delete it when processing them. I think it might be FlashBlock inserting it; at least that's what comes up when I google snippets of the code.
But if the bug is that the AppDB allows browser plugins to insert garbage into the edit boxes, then this is the same problem as bug 34647.
