[Bug 24688] RTL and encoding problem with Ihulan

Added screenshots, Ihulan is no longer available for download, I managed to get
some alternative download link via Megadownload (Will provide if needed).

Anyways my conclusions so far:
1. Good work on the RTLing, looks much better than last time.
2. Apparently the words in the headers of the license texts are flipped meaning
that it looks something like this:

Header: header a is This
Normal text: This is normal text written in the right order

3. Filenames act exactly the same way as the text appear in the setup dialogs.
4. The tick boxes have their V RTLed (nice job!)

I must add that I really don't care about this app, Its just a demonstration of
what can go wrong with other setup programs and common apps done by amateur
programmers (Especially with VB6).
