it is wine's bug because wine is calling arts on machines that do not use arts.
 hence, wine should be smart enough to not call arts on machines that do not use
arts.  or have the system set up so that if arts does get called that things are
as arts expects.

obviously this problem affects quite a lot of users and is indeed a valid bug.
