Look, I've already covered the nvidia vsync switches. And I've covered a possible reason why, even when framerates are capped, that you can still get 100% CPU simply because the game is not able to reach the cap.
And remember the cap is different on different setups, mine, for example, is an 85 Hz display. So, unless my setup of Eve can achieve 85 Hz minimum, then 100% CPU will be needed even with the cap working correctly. And, yes, I do drop down below 50% CPU usage in quieter places.
Eve is a heavy duty game CPU wise and the need to convert from Direct3D to OpenGL adds an unfortunate burden to the CPU so don't expect identical results to Windoze.
Rule of thumb is buy a PC with a fast clocked CPU. Any nVidia GPU with it's own RAM will do the job fine.
