This sounds like a Wine bug to me - why Wine even tries to load builtin Tahoma font which is known to look worse than a Core TTF version of this font (which is found to be present and functional on my system)?
Different font files may provide additional font faces. For example Tahoma Regular, Bold, Italic and Bold Italic all have separate font files. Tahoma "обычный" is another font style, so Wine behaviour looks correct to me, but a test case confirming that would be nice to have.
Let me disagree, Wine has the only builtin Tahoma font which definitely covers fewer usage scenarios than two systemwide installed Tahoma fonts that I already have.
So I fail to understand your reasoning.
