[Bug 40566] Consider a spam filter and way to mark messages as spam

Bug 40565 looks like it was from the same group that forced the wiki move. They
also tried spamming the forum, but since their posts never got past moderation 
and never actually appeared on the forum, they eventually gave up trying. If
their past behavior is any indication, deleting their spam after it's posted,
no matter how quickly, isn't enough to stop them.
