Does the game have a "multithreaded rendering" option in its graphics settings? Does it help to turn it off? In some games – I've seen it in Source engine games – turning/leaving such an option on causes a similar problem.
Ken, in generally video settings has not much options: resolution, quality, ssaa, texture filtering, motion blur, vsync.
