Please try http://bugs.winehq.org/attachment.cgi?id=49114 The problem is that when AES Prototype is not found instead of returning error wine defaults to the strong provider. Now it will use correct AES provider.
For TurboTax 2012, with XP mode, it gets rid of two error dialogs on start complaining that it couldn't get updates.
When checking for updates, though, it then hits bug 32831.
