I ran "wine control" and double clicked "Add/Remove Programs, and it opened the window. Is that what you mean? Because if so, it works for me.
Did you already try a clean WINEPREFIX, aka .wine folder?
Running from "control" is working. Running from explorer (My computer->Control panel") is not working.
