Indeed there is a difference between Windows and Wine. The System font does not contain Japanese glyphs on either system but in Wine it claims to support Japanese script - Notepad font dialog offers the choice of Japanese script for the System font in Wine but not on Windows.
That's not true. I just changed the locale of my XP SP3 to Japanese, and notepad lists the Japanese script for System font.
So what is at fault here here? Wine is supposed to be a runtime for Windows applications. I have an application that works on Windows and not in Wine. But wine is not at fault. So what is?
This question has been answered numerous times in this bug: either install a missing font, or arrange the font substitutes.
