I receive the error "CFileSystem_Steam::Init() failed: failed to find steam interface" When trying to start any steam game. I have tried several wine versions as well as wine GIT. I have completely cleared out .wine and reinstalled the game many times but I still get the error.

The first thing I do is remove the ~/.wine directory everytime and start from complete scratch... Its very bizarre. I've compiled different versions of wine as well but still get the same thing. So far its been consistant for happening with Team Fortress 2 and Day of Defeat Source. Counter-Strike Source works perfect however.
As far as terminal output goes, what winedebug flags should I set?

None. Don't forget to include exact command you use to start Steam. And the directory you stating it from.

I have also checked the integrity of the files by doing both "Verify integrity of game cache" and "Defragment cache files"

That is correct. Let me add however that I have to commonly exit steam abnormally because of the download freezing up. I get typically get an errors like this:
err:ntdll:RtlpWaitForCriticalSection section 0x7e5d0920 "x11drv_main.c: X11DRV_CritSection" wait timed out in thread 0017, blocked by 0009, retrying (60 sec)
Which freeze up Steam. Restarting steam allows the download to continue. I have to do this 2-3 times before the download fully completes. This happens with all games regardless.
