When attempting to connect to a svn repository via http or https fails to initialize correctly. svn assumes that negotiate and NTLM will be valid on a system, instead of using NTLM as a fallback.

Your solution will break a couple of other applications that expect Negotiate to work if the Negotiate provider is loaded.
I'm not convinced that svn actually needs Negotiate for anything, could you provide a +secur32 trace?

I have looked a little into this, and the neon library that svn uses has to have both NTLM and Negotiate available or else the library fails to initialize.
