I saw a request for such bugs on wine-devel, so here you go:
1. Run winetricks mono26 2. Install HTML-Kit Tools
This results in the installer producing a "this version requires .NET Framework version 2.0" message near the end. If you try to run the program anyway, it produces the same message again and refuses to start.
