use `winetricks -q --no-isolate cygwin` to install cygwin.
An warning dialog says: "The current ini file is from a newer version of setup.exe. If you have any trouble installing, please download a fresh version from http://www.cygwin.com/setup.exe"
After that, an error dialog says: " Parse Errors http://mirros.163.com/cygwin//setup.bz2 line 1221: syntax error, unexpected STRING http://mirros.163.com/cygwin//setup.bz2 line 1221: unrecognized line 1221 (do you have the latest setup?) ... "
The workaround in http://bugs.winehq.org/show_bug.cgi?id=21206#c6 works for me

The current cygwin problem is bug 24018.

Confirming on Windows, the old cygwin installer doesn't work as well. Invalid bug. Thanks!
