When trying to scroll in the game, the screen just locks at the top of the map and the mouse freezes. There are test results for the GOG version that confirm this.

This one and bug #18656 are about the same problem (the title of bug #18656 is misleading: the game doesn't crash but freezes when the mouse reaches the edge of the screen).
