That's not exactly true. Wine is merely making arts available if the arts libs are installed. The user decides whether to use arts with winecfg. You can use arts without kde, if you get around the bug.
Look at the arts patch that I posted. It fixes the bug by creating the temp folder it needs. Wine does not know anything about the temp folder nor should it do anything about it. My opinion is this all lies in the arts code so that is where it should be fixed. Slackware includes this patch, and maybe other distros (hence recent discussion about which distros work right) so we should consider this is the way to go.
