This is a new, downloadable application, for which I don't believe an AppDB page exists. (I'd like to create an AppDB page for it and be its maintainer--once I get a result that would be useful.)
The installer downloads about 140MB of application payload (can be reduced to about half that in an early dialog) and then proceeds to attempt installation. After the payload has downloaded, the installer goes through a bunch of 'wizard' panels. Finally, the installer says it was interrupted. The observed symptoms are essentially the same between WINE 1.3.24 and 1.3.25.
I plan to attach a screenshot of the panel that says the installation was interrupted, a plain log file, and a log file with a 'msi' debug trace. I tried tracing relay, seh, tid, and msi, but that trace file was over 700MB while downloading was in its early stages.

Sounds like it's doing something really low level with keyboards, which might not work.

Maybe at least rechecking regularly your bug(s), say at least once or twice a year, without waiting for volunteers to do so could help? Developers might generally not want to try and fix a bug if the bug report hasn't been updated for ages.
If you have the technical ability, identifying the faulty wine component could also help a lot, even if you can't fix the bug right away.

I just downloaded from [1] and it's the same SHA1, so I tried it (1.7.43) and after downloading the application it seems to try installing the application but it ends in screen like the parameters for the application were wrong. My locale is pt_BR so I tried LANG=C and the application installed successfully.

The installer had indeed changed since I had last downloaded it Sept. 1, 2013:

The latest Wine versions I had readily available are 1.6.2 and 1.7.13. All four combinations of Wine versions and application installer versions yielded the same results. Installation appears to succeed with all of them. This is a significant improvement since the last time I had tried to install this application. However, after installation, the application failed to run properly for me.
Executable .../drive_c/'Program Files'/'Intellectual Reserve/LDS View 7.1/wcUSView.exe' yielded a dialog that said, "No library could be installed. The software cannot continue."
Executable .../drive_c/'Program Files'/'Intellectual Reserve/LDS View 7.1/wcUView.exe' yielded a window with a black background. Some of the decoration I would have expected appeared to be absent. (I don't have Windows, so I can't make a full comparison of what decoration should be visible.) The console shows many repetitions of messages of this form:

Of course, those run-time problems are separate from this installation-time bug report.
For full disclosure, it is possible my results might be tainted by a missing library or two on my current operating system installation. I have not tested anything with Wine in a few years, and package upgrades might have caused some changes.
(My excuse for being absent from continuing testing of this application is the five applications/versions I had been maintaining have all become essentially obsolete (even on Windows itself), there had been no response for some months to notes that I planned to suspend maintenance of those AppDB pages, so I had got out of the habit of compiling and testing new versions of Wine.)

What directory are you running it from? Make sure you cd to the executable's directory.

The May 24, 2015 installer does claim to complete the installation using Wine 1.7.44. After installation, there are two executables: wcUSView.exe and wcUView.exe. Clicking the checkbox to start the application from the installer runs the wcUView.exe executable. While the wcUView.exe executable does not appear to run properly, the wcUSView.exe executable appears to run mostly correctly. I believe that should be probably sufficient to mark this installer-related bug as fixed--at least for that newer installer.
Austin, I have never heard of a requirement to 'cd' to the executable's directory for any application in Wine or otherwise. Thank you for the tip to check "winetricks gdiplus". I made a note to try that if I become aware of anyone who is (wanting to) use it with Wine.
Reality at this point is that it appears quite unlikely anyone will ever attempt to actually use this application under Wine. There are more modern web-based methods to accomplish essentially everything this application does. Unless I hear of user demand for this application, I don't plan to invest time creating and maintaining an AppDB page for it or continue testing it.
