Invalid. Wine does not provide said DLL. If you said you installed it and it still crashes, attach full terminal output again DO NOT paste it

I obtained what I believe is the appropriate download from http://www.grants.gov/PEViewer/ICSViewer602_grants.exe and tested it, running winetricks vcrun6 beforehand. The application now starts with today's Git, albeit with graphical issues which will be reported in another bug.
