I have keeped track of this issue .... and i've broken the system completely.
Due to several leaks and several system bugs you should take a look at that. I ran DXDiag and Fedora core started 'two' updates of which the name are unavailable.
This is the very short version

Looking for Kernel32 in "/usr/x84_64-mingw32/sys-root/mingw/bin/".
I did ABNORMALLY ABRUPT a game while this was happening i saw a update running. I got back and none of the VulkanApplications 'but' vulkaninfo.exe and vkcube.exe did ran. The other applications primarily 3D Games that are not overridden by the Driver to Vulkan do run.
The others seemingly all corrupted.
I have tried troubleshooting this with AI and keeping AI up to date to relieve of having to ask Developers regarding a situation for Games that do not support them and vice versa.
This issue with Vulkan-Corruption also happens ALOT in Wink10. My other drive is accessible from Fedora Core but it has no bootmanager because it never got to repair itself. It takes about 52 minutes to boot it versus less than 30 seconds on fedora.
However it seems based on the development. You can delete the thread after you have seen it. The Linux Kernel seemingly got corrupted because it might be; when i ran Vulkaninfo.exe through BASH it did not stop running .........

Even after a complete 'powercycle' the problem remains.
I have seen such severe Vulkan crashes that i had to replace the CMOS because the Computer did not boot anymore.
Seemingly this spawns a Orphan Window and a lot more to take some time investigating this issue.

World of Warcraft Classic / World of warcraft normal. They have ran out of the box with no specific hassle untill the 31'st of March.
There is no expected analysis probable for 'behavior' in this case whereas the behavior would expect a definition 'normal functionality i.e a running program that prompts a vulkan 3D context and interacts with the 3D context'
* What is the observed behaviour?
The Observed behavior during a normal clean execution is;
The launcher app works, the applications runs but there is no context or 'window' made. This is the tough part regarding explanation of the 'observed behavior'.
There is a process running; all tested applications after the update had a process running at 99% CPU on core and idles. They stop functioning when they have to create a context window. (In the case of Borderlands 3; it did prompt the launch image before hanging)
Upon running "WINEDEBUG=+File" on the program to find out what is causing this i found specifically it was searching for system in a corrupted %SystemRoot%

Assuming i CAN NOT edit my comments
This is what i have done.
- Looking for troubleshooting options regarding PATH. - Changing and resetting PATH in registry and manual. (Got overwritten back upon Wineboot) - Reinstalling the packages with DNF. - Reinstalling and purging prefixes completely. - Reinstalled Wine - Reinstalled Linux / Through DNF. - Working with full power-cycle's after i finished my steps. - Switching Wine-Versions
#I found an orphan window; it might needs some time to get to 'control' this bug.
Meanwhile i sought serious issues trying to help myself out on the issue by using ChatGPT, thus finding out like me ChatGPT is very out of date and has been restricted more lately for troubleshooting issue and this ended 'in replicating' and 'duplicating' due to it has been restricted in 'reading content' thus it detected an error; this was the initial reponse; i have been trying to fix this by feeding it back into ChatGPT and correcting its mistakes.
