I first saw this in Champions Online (free), and have seen it in Star Trek Online too (same engine). This first happens in 1.3.15, but worked fine in 1.3.14 and earlier. For direction movement of the character, you hold down the right mouse button, and move the mouse. When you do this in 1.3.15 its very erratic and doesn't work right. It might move a little bit, then stop, and not move any again til you re-click, or not move at all, its sort of "sticky" and barely moves and completely impossible to turn your character around in a usable way. It prevents the game from being played.
I thought it might be related to http://bugs.winehq.org/show_bug.cgi?id=26310 but the mouse works perfectly except for the movement while holding down the right mouse button.... I tried the patch file on that bug report by Alexandre but it didn't fix anything.

In addition the mouse can't leave the game window any more when playing in windowed mode of the game. These issues only exist in the game window itself and not in the character generation window or loading window. In 1.3.14 mouse worked fine. I ran the regression test with a clean wine installation and exactly the same patch as the one that doh123 identified here causes the malfunction:

Maybe its not affecting Linux? I've been able to reproduce it in OSX 10.5 and 10.6 using standard Apple X11, and several versions of XQuartz, as well as where I first noticed it in Wineskin with my customized XQuartz...

I tested versions 1.3.15/1.3.14 i686 and x86_64 versions. This bug only happens on 1.3.15.

that fixed it, since it seems to have fixed bug 26318 and 26356 which both appear to be related.
So I assume if nothing else changes this can end up being closed for 1.3.19 release
