When I tried it, the web installer refused to run
at all, saying it required Microsoft Windows.
Perhaps you have IE installed in your copy of Wine,
and that's why the web installer works for you?

In any case, the non-web installer needs to work, too,
before we can say we have excellent MSI support
(if this is indeed an MSI bug).
