SOMA is 64-bit only.

the .NET error is likely not the culprit here but essentially means that OP has a broken WINEPREFIX. Only report bugs with clean (new!) 64-bit WINEPREFIX. Don't reuse/recycle existing prefixes - this makes bug reports potentially invalid.
Also please test with plain Wine, Wine-Staging might already hide more issues here.

Don't change the reported version. It should reflect the earliest version of Wine that had the bug.
A comment to say the issue still persists in wine-3.0.4 (or whichever version tested) is preferred.
