Pen pressure no longer works as of Wine Staging 9.7.

I have found that it works in Wine Staging 9.1. I will try to investigate
further on which specific version it breaks in

I am using a Wacom Intuos CTH-490K
I am using Paint Tool Sai v2 (Download link:
https://www.systemax.jp/en/sai/devdept.html )

It is working in non-staging Wine versions

Steps to reproduce:
- Install Wine Staging 9.7 from the official Wine repository 
- Open Sai v2
- Create a new document
- Try to draw with a graphics tablet pen

Observed result:
No pressure on the pen stroke

Expected result:
Pen pressure to be working as intended

After further investigation I have been able to isolate it to this single line
of a patch:
https://gitlab.winehq.org/wine/wine-staging/-/blob/master/patches/user32-raw...

I have tested this with the latest master of Wine Staging, with the above line
commented out, and pen pressure works as expected

I can confirm this. I independently came to the same conclusion about mentioned
patch, after few days of tinkering with different wine builds and manually
applying patches. Wine 9.8 staging is also broken. 
SAI2 is completely broken, Photoshop falls back to a simple mouse cursor
behavior.

This still happens as of 9.19 staging
