The installer tries to display the error message text from an earlier rsaenh API failure and Wine fails to provide it.
0x80090008 = NTE_BAD_ALGID -> 'Invalid algorithm specified'
The installer doesn't expect failure and crashes when accessing the message buffer.

There is Wine bug 41356 with Wine-Staging patchset ("crypt32: Recognize sha256/384/512 KEY OIDs.") attached:

The installer runs to completion for me with wine-staging 2.17 with on top of that all the later msi patches from Zebediah Figura applied (also the one attached to bug 34989).
So I guess this can be marked as fixed in Staging (?)
Last nitpick: despite of my limited knowledge of this stuff I think there are a few minor mistakes in rsaenh.c file in the length of the algorithm names. Could someone have a look at the patch that I attach hereafter, if i see that correctly?

I can confirm that wine-staging-2.20 was not enough to get a working installer, but wine-staging-2.20 + Zebediah's patch from 34989 does allow the installer to complete.
I'm not sure if STAGED is appropriate, given that it depends on a non-STAGED patchset to work. I'm not opposed to it, but I don't feel confident enough to set it either ;).

I tested this last week (and forgot about it) and to me it seems also fixed
