After Shepard and Liara(and your choice of team member) enter the Skycar, a loading screen appears. After the loading screen, a mini game starts where you drive the skycar, presumably to catch Vasir(I haven't been able to see it yet due to this bug). The problem is, the game is rendering a blank image. The only other things that I can see are the UI and the game's darker edges film effect(the circular banding around the edges in the screenshot).

I remembered that the original Mass Effect had a very similar problem, where the first frame was rendered OK, but everything else was just black. This was due to the motion blur, and disabling the motion blur also fixed that problem.
Doing the same thing for Mass Effect 2 also fixes the problem here, and I was perfectly able to play the Skycar chase scene afterwards. Of course, there is no obvious setting anymore to disable motion blur, but it can still be done in the
BioWare/Mass\ Effect\ 2/BIOGame/Config/GamerSettings.ini
file by adding/modifying the line
MotionBlur=False
in [SystemSettings].
I don't know if the cause of this very similar bug in Mass Effect 1 was known, but I would assume that it returns in some form in all Unreal 3 games.

Tested with Mass Effect and git (1.3.21), disabling effects does not improve game performance with motion blur on.

But it seems with my nvidia M 540, motion blur has no real impact on framerate (the game runs fine with max settings). I should also say that motion blur relly decreases eye fatigue (at least to me) bo smoothing the graphics in this game (I had to re-enable motion blur after the skycar chase).

When motion blur is enabled in those games, framerate drops below 1 fps when the actual game is loaded. Until then everything is smooth (the menus, in-game videos).

I'm still experiencing the excessive slowdowns in the affected games with Wine 1.5.19 when motion blur is enabled. It also affects Adam's Venture 1 (an adventure game based on the U3 engine). If I enable motion blur, the game becomes unplayable, because framerate drops below 1 fps. I must add that my gfx card isn't considered powerful by today's standards, but the difference in performance whether motion blur is enabled or not shouldn't be so striking.

In ME2 motion blur is used when the player is running (hold <space> while tapping <w>). Framerate drops below 1 fps on my system when motion blur effect is activated. The CSMT patchset doesn't make it any better.

Actually it's the same bug. I debugged it further but forgot to comment here.
The patch doesn't help here because the game does a GPU feature check only on the first run. If you delete GamerSettings.ini (which is in ~/BioWare/...) the game should repeat the check and possibly disable motion blur. In my case motion blur was disabled in any case because, AFAIU, the game decided my GPU is too bad anyway for that. Specifically, there is a "CompatLevelGPU" setting in that ini file which is the result of that initial GPU classification. You can enable / disable motion blur and the other "advanced" graphic settings manually with MassEffect2Config.exe or by tweaking the ini file (if you know the name of the relevant configuration key).

Unrelated, but what's mostly interesting with Nouveau is the Mesa version installed. There have been a few significant bug fixes for your GPU family (NV50) in recent releases and I know Ilia Mirkin would love to get more bug reports and fix bugs :)
