Tested MS Office 2007 Home and Student PL Retail, typical install.
icons of files in nautilus, PCMan File Manager etc are inappropriate, .doc files get MS word create new template icons (or sth like that), .xls get ms excel backup files icons, etc. Lot of urelated files, gets icons from MS Office too, i.e. .xspf, .iso, .gp3, ~/sent mailbox file, etc.
wine-1.1.30 from lamaresh.net deb, older versions affected.

doc still gets icon of MS Word wizard file, ppt still gets icon of PowerPoint wizard file, xls - still spare file for xls
text files still get associated with notepad.exe (file extension is not important here).
What might be important, xls files are associated with excel.exe a few times (Open with menu gives me 6 more excel handlers).
Maybe wine does not distinguish some filetypes associated with one binary, installer calls menubuilder a few times, and each time an icon is set, and the last icon remains?
I will provide logs at request, with requested WINEDEBUG.

Please open C:\windows\Installer\{91120000-002F-0000-0000-0000000FF1CE}\wordicon.exe in some application that extracts resources from exe files (eg. http://www.angusj.com/resourcehacker/), and look at the second icon in the icon group resource section.
Is that: * the icon that Windows uses for .doc files? * the icon your Linux file manager uses for .doc files?

142 icons in Icons\ (1-142)
19 icon groups in Icon Group\ (numbered 200 - 218)
The first group, 200 is used in Windows for docx, the second (201) is used in Windows for doc.
Wine uses group 203 for doc.

is ok.
Sorry, let's concentrate on doc example - 201, is adequate to [Software\Classes\Word.Document.8\DefaultIcon] 1317718874 @="C:\windows\Installer\{91120000-002F-0000-0000-0000000FF1CE}\wordicon.exe,1"
but wine uses 203 set (4th).
