Went back to 17fd8c8e11eabae136be25879b8748fed57b85fc and before and it makes no difference. There's no regression here and this is a duplicate.

It works on 9.5 with dxvk for me and a git bisect blames that commit

Are you using a clean wineprefix? What other work arounds are you using? How EXACTLY are you installing Steam?

It's clearly not identical behaviour, if 17fd8c8e11 causes a difference here but doesn't cause a difference in 56624.
